Richard Wayne Beatty, a known schizophrenic, went into a cafeteria and began waving a pocket knife at customers and employees. Miami police officers Hector Mendez and Raul Martinez chased Beatty 12 blocks before shooting him 14 times to his death. On behalf of Beatty's daughter, Kimberly Duff, the American Civil Liberties Union of Florida filed a lawsuit against the department showing a need for improved police training when dealing with mentally ill suspects. Duff won $400,000 in the settlement. (Mar-12-05)
