Police Car Hits Man

Altoona, PA: (Apr-24-08) Arthur L. Vincent, an Altoona man, brought a lawsuit against the city after he sustained injuries from being struck by a city police cruiser. The suit stated that Vincent was walking across 17th Street at Margaret Avenue Apr. 6, 2006, when a cruiser pulled onto 17th Street and struck and seriously injured him. Officer Michael J. Stayer was driving the cruiser. As a result of the crash, Vincent suffered a broken shoulder and injuries to his neck, back and spine. The city stated that the officer drove onto 17th Street from Margaret Avenue and was looking away from Vincent, who was in the pedestrian crosswalk when he was struck. The lawsuit was filed against the city, the police department and Stayer. City officials claimed that the city did not deny responsibility for the accident, but that a settlement could have been reached without filing a lawsuit.

As part of a settlement reached in the lawsuit, the city agreed to pay Vincent $375,000 for the injuries he suffered. Sources stated that Vincent will continue to spend money on medical supplies, medications, nurses and the services of a personal care home, where he presently resides.
