In June 2002, Craig Heard was driving a car that was reported stolen. Two police officers followed and cornered Heard where he allegedly tried to run one of the officers over. The two officers shot and killed the 14-year-old Charlotte Middle School eighth grader at the scene. His mother, Tammy Westbrook, filed a wrongful death lawsuit against the city claiming the officers wrongfully killed her son during the attempted vehicle stop.
