Los Angeles, CA: In June 2004, car thief Stanley Miller was struck 11 times with a metal flashlight after a police pursuit of a stolen car. Officer John Hatfield continued to beat Miller after he was already down on the ground. Miller filed a lawsuit against the city of Los Angeles claiming he suffered brain damage and other injuries. The city agreed to pay Miller a $450,000 settlement. In December 2004, Miller was sentenced to three years in state prison after pleading guilty to unlawful driving and evading police.
