Bloomington, IL: On March 27, 2002 20-year-old Nathan Ruch was shot and killed by Normal patrol officer James Merica following a brief traffic chase. The Illinois State University student's family filed a wrongful death lawsuit against the town of Normal. A $750,000 settlement was reached in the civil lawsuit.
