This is a settlement for the Workers Compensation lawsuit.

On November 4, 2003, Venango County sheriff deputy, Dave Wilson, was transporting a prisoner from Chambersburg to the Venango County jail when a woman pulled her car in front of their vehicle. The sheriff's vehicle was totaled; Wilson and the prisoner were taken to a hospital for treatment. Wilson was diagnosed with post-traumatic painful torticollis, a physical and psychological ailment caused by stress and injury. He lost 90% of the use in his right arm and was unable to return to the line of duty. Wilson agreed to give up his badge and accept a $30,000 workers compensation settlement.
