City of Puyallup

At the age of 34, Kelly Loomis choked to death on his vomit while in police custody. The family of the mentally ill man filed a lawsuit claiming the city violated constitutional rights and failed to properly train its police officers. A jury found that the Puyallup policeman, A.J.
