Police Officer Phillip Hogquist

On October 18th, 2002 Gayna Wiggins, 37, and her 75-year-old mother Rayma made a U-turn in front of their house in South Minneapolis. Police officer Phillip Hogquist allegedly roughed up the two ladies and has since resigned. The Minneapolis City Council has agreed to pay $355,775 to the family. (Mar-14-05) [KARE 11 NEWS]
