Ramsey County, MN: (Feb-19-08) Lt. John Moore and Sgt. Joyce Shockency, two deputies, brought a federal lawsuit against the county, alleging that Sheriff Bob Fletcher retaliated against them. The two deputies stated that they were moved to dead-end jobs for politically opposing the sheriff. The suit claimed that Fletcher retaliated against them for opposing his re-election bid, in violation of their First Amendment rights. Moore, who worked for the sheriff's office since 1981, contended he was transferred from the preferred patrol division to the less favorable apprehension unit as an act of retaliation. He claimed he was stripped of authority and opportunities for financial benefit. Shockency, who joined the sheriff's office in 1977, contended she was transferred from the patrol division to the transportation unit, a less favorable job and an effective demotion, because she supported Moore's campaign.

As part of a settlement reached, Ramsey County will pay $750,000 to resolve the federal lawsuit against Sheriff Bob Fletcher. The $750,000 settlement will be split between Moore and Shockency after legal fees are deducted. Ramsey County Board Chair Jan Parker said that the settlement is not an admission of guilt, but an effort to avoid costly litigation. [TWIN CITIES: OFFICE POLITICS]
