Coral Gables, FL: (Jan-10-08) Carmen Lizama-Gaspa, former Coral Gables Procurement Director, brought a lawsuit against the city, alleging that she faced retaliation after cooperating with an investigation of the Miami-Dade County Commission on Ethics and Public Trust regarding a bid process for the health insurance consultant. The lawsuit claimed that the city threatened to discharge Lizama-Gaspa and deny her benefits for disclosing information to the Commission on Ethics and Public Trust concerning suspected violations of the Cone of Silence and other regulations.
Lizama-Gaspa filed suit in June 2005, a month after she quit the city, stating that she was forced to resign in May 2005 after a series of problems came to light with contract bidding processes, which she insists were not hers or her department's fault. She had been denied entrance into the Deferred Retirement Option Plan. As part of a settlement reached, the city agreed to pay her close to $500,000 to resolve allegations.
