With the release of a recent FCC report that highlights the concerns Americans have over cell phone fees, Minnesota Senator Amy Klobuchar has launched a new campaign to reform the billing practices of the telecom industry.

Klobuchar, a Farmer-Labor Party Democrat from Plymouth, has introduced new legislation that would prorate early termination fees and make cell phone billing more transparent, according to the Minnesota Independent. The FCC survey did wonders to attract supporters to the proposed legislation, as it revealed that 88 percent of cell phone users were not contacted prior to rate hikes, and more than half face early termination fees if they object to the new cost structure.

The senator says the study is an eye-opener for many who may have passively accepted shady practices from phone companies.

"Like a rigged carnival game, wireless providers bury these fees in the fine print and slam consumers if they try to find better service or save a few bucks in their monthly bill," the senator said in an official statement. "The FCC's consumer survey confirms what we have known for a long time - that confusing Early Termination Fees undermine competition and result in less consumer choice."
