Bridge Collapse
Tampa, FL: (May-05-08) The city brought a lawsuit against Westchester Surplus Lines Insurance Co., the insurer for the Tampa-Hillsborough County Expressway Authority, after the 2004 collapse of two bridge piers on the Selmon Crosstown Expressway. Another suit was brought against Figg Engineering, PCL Civil Constructors and URS Corp., over the construction of the Expressway.
In a settlement reached in the case, sources stated that the two sides agreed to resolve the lawsuit after two days of mediation. Under the terms of the agreement, the Tampa-Hillsborough County Expressway Authority approved a $6.5 million settlement with Westchester Surplus Lines Insurance Co., over costs associated with the collapse. County officials said that the deal includes $4 million in payments already provided by Westchester and an additional $2.5 million.
Records of the incident reveal that the two piers sank during construction in April 2004, causing a portion of the bridge to collapse. Construction was halted to allow an independent test that found 154 of the project's 225 piers needed additional support .A unanimous vote removed Figg Engineering, the roadway's designer, from a $120 million lawsuit aimed at builder PCL Civil Constructors and URS Corp., which designed the piers for the bridge spans. Sources stated that with regards to the lawsuit against the three, analysis by the authority found Figg's design did not contribute to the collapse.
