Foster Care Abuse

Palm Beach County, FL: (Jan-10-08) An unnamed 15-year-old boy referred to as J.Doe, brought a civil lawsuit against the Florida Department of Children & Families, his former foster parents Gary and Elizabeth Howard, and two private agencies, alleging that he was sexually abused in foster care. The suit, filed by the boy's adoptive parents stated that the Howards, DCF, Alternate Family Care and the Center for Innovative Solutions failed to protect the boy from sexual abuse during a two-year period that began when he was 6.

The Howards adopted a boy identified as J.G. who had a history of sexually acting out, yet allowed him to share a room with J.Doe. Allegedly, J.Doe told his therapist that J.G. had repeatedly abused him. Another child in the home made similar allegations. Sources close to the case stated that records obtained during the course of the case proved the allegations in the complaint. As part of a settlement reached, the defendants agreed to resolve the lawsuit with a $300,000 payout. Records state that Palm Beach County Circuit Judge John Hoy approved the settlement.
