Park County, CO: (Dec-17-07) Moises Carranza-Reyes, an illegal immigrant, brought charges against Park County and other parties, alleging that he lost part of his leg after becoming ill in the Park County jail in 2003. Sources stated that complete details of the case are not available because of a confidentiality clause included in the settlement agreement, but they revealed that the county and other defendants paid Carranza-Reyes $1.5 million, resolving the dispute. Park County Attorney Lee Phillips said that the county's insurance company would pay the entire amount of the settlement. That insurer is Denver-based County Technical Services Inc., or CTSI, a nonprofit founded in 1992 that is owned by its Colorado member counties.
