Midland, TX: (Jun-26-07) Rick Menchaca, former Midlands City Manager, reached a settlement with the city council over termination of his tenure and relinquishing his position to the new manager. As part of the settlement, the city council approved of giving Menchaca $481,158, a figure that included attorney fees. The agreement approved by the City Council provides Menchaca with 16 months of salary and benefits that total about $306,000. Additionally, the agreement provides him $43,484 for vacation time $82,620 for sick time. Other provisions include two years of paid insurance premiums that are estimated to cost the city about $8,500, up to $18,500 for moving expenses, $1,500 for having attended Texas Municipal League conferences and $20,000 for his attorney fees. The original at-will employment agreement signed by Menchaca in 2000 stated that in the event of his termination he would be given 60 days notice followed by 12 months of salary, including benefits and payment for accrued vacation days and sick days.
