Bellingham, WA: (Jun-05-07) Nora and Michael Busby, parents of eight-year-old Michael Busby Jr., who was murdered in 2002 by a 16-year-old who was under the supervision of the county's juvenile probation department, filed a lawsuit against the county. The suit claimed that the county was negligent in its treatment of Ryan Alexander, the killer, who was on house arrest. Alexander was sentenced to life without parole in 2004. Alexander, was also named a defendant in the civil case, and a judge could have ruled the county liable for any amount a jury ordered Alexander to pay in connection with the horrific crime. In a settlement reached, Whatcom County officials have agreed to pay $500,000. The county's insurance covers $400,000 of the settlement and the rest will come from the county's self-insurance fund. This pos was released due to some lame law against life sentences for "children"
So this monster went on the rape and threaten death to a woman he was drinking with in a bar.
