Dr. Thomas Richard Martin Jr.

Birmingham, AL: (May-24-07) A federal healthcare fraud lawsuit was filed against Dr. Thomas Richard Martin Jr., 51, a Boaz physician, who fraudulently billed Medicare and Blue Cross Blue Shield for services not provided to Medicare beneficiaries.

Martin pleaded guilty to fraud against Medicare and Blue Cross Blue Shield of Alabama and agreed to permanently give up his medical license. The incidents allegedly occurred from December 2001 to June 2004. The suit claimed that the doctor billed for a procedure that indicated the surgical removal of a malignant skin cancer when that procedure was not performed. In many instances, rather than removing cancerous tissue, Martin performed only simple procedures such as the removal of non-cancerous moles or warts or other minor cosmetic procedures. In a plea agreement, the federal government sought $30,451.99 restitution, $600 in special assessments and $23,000 for the cost of investigation and prosecution.

Martin agreed to a civil settlement of $105,000 to be paid as restitution. He faces a prison term of no more than 10 years as well as a fine of $250,000. [SAND MOUNTAID REPORTER: MEDICARE FRAUD]
