From unfinished schedules to issues including incomplete construction documents, skipped architectural design steps, site work delays, and unreasonable schedule updates, the town and Horne disputed. Victor Azzi, who volunteered for the job to look out for the town's interests, was replaced with someone who lacked the necessary expertise for such a venture, finally leading to the settlement.
