Lt. David Carter

Fort Lauderdale, FL: Fire lieutenant, David Carter was disciplined for marking up a picture of a chimpanzee to make fun of an African-American former boss. Carter, 40, must serve a 20-shift unpaid suspension. The penalty is the equivalent of an $11,433 fine on Carter's annual salary of $68,016. The city's Office of Professional Standards declined to release the settlement documents in December, 2006. Though the case involved only city agencies, Director Robert Bates cited an exemption to state records law that applies to discrimination cases at "any agency in the executive branch of state government."
