Two Asian women filed a federal civil rights lawsuit against the city alleging gender and racial harassment after a police officer pulled them over and groped them. On two separate occasions the women claim Richard Valerga pulled them over for no reason, touched them inappropriately, and asked them personal questions. Valerga pleaded no contest to two charges of violating the civil rights, two counts of false imprisonment, and has resigned from the department.
