Norfolk, VA: In 2003, Thomas James Frazier was arrested for selling heroin to an undercover police officer. During his arrest, Frazier claimed that while handcuffed an officer struck him in the face. His eye was injured and it had to be surgically removed. Frazier filed an excessive force lawsuit against the city and claimed the department failed to investigate the incident. The city has agreed to pay a $335,000 settlement. Frazier was sentenced to more than four years in prison after pleading guilty to heroin distribution. (Dec-02-06) [DAILY PRESS: EXCESSIVE FORCE]
