Fremont Unified School District

Fremont - Thelma Russ along with Steven and Sandy Wheeler had been employed by the school district for several years in the Vandal Watcher's Program. Vandal watchers are hired by the school district to live full time in a mobile home on a school district campus. Their primary job is to deter vandalism and crime by maintaining a visible presence on campus. The three filed a complaint against Fremont Unified School District alleging school officials failed to pay them minimum wage and overtime as required by California state law.
