City of Rocky Mount, NC

In 2000, a house fire on Arlington Street left seven people dead. Family members of the deceased filed a lawsuit against the city and homeowner Farouk Hamad, claiming they were liable for the deaths because they didn't require and ensure that the residence was equipped with smoke detectors.
