At 4 o'clock in the morning on February 6, 2005, in South Los Angeles, police officer Steven Garcia began chasing a stolen Toyota Camry. He believed the driver was intoxicated as the car was driving erratically. After a brief chase, the suspect backed the stolen car toward the police officer, who fired 10 shots. Seven bullets hit Devin Brown, who was only 13 at the time. His mother, Evelyn Davis filed a wrongful death lawsuit against the city police department.
