In January 2003, Casey Porter was sitting in his car at a pullout off the Sterling Highway. Porter was disabled and used a cane to operate the clutch of his Mazda. State troopers, Arthur Jesse Osborn and Joseph Whittom, responded to a report that the car was suspicious. Osborn commanded Porter to get out of his car, but he didn't move. Osborn pepper sprayed Porter inside the car; his cane dislodged from the clutch and his car moved toward Whittom. Osborn was afraid Porter was going to run over Whittom and proceeded to shoot Porter four times. Porter died at the scene and his children's mother filed a wrongful death suit against the state and was awarded a $310,000 settlement. (Feb-10-05) [ANCHORAGE DAILY NEWS]
