Child welfare workers visited the Jackson home regularly to check on the family's four foster children, but apparently did nothing about the adopted boy's starvation. Authorities confirmed the adoptive parents withheld food and the boys subsisted on gypsum wallboard and uncooked pancake batter. The state has awarded the four boys a $12.5 million settlement.
