On February 28th, 2004, five year old Charlotte Paige Schaefers jumped into a rain swollen retention pond to save a three year old child who couldn't swim. Charlotte drowned in the drainage ditch at the Navy housing complex. Residents of the complex had previously filed more than two dozen safety hazard complaints about the pond due to flooding and inadequate fencing.
