LAPD and Tamar Toister

In 1996, Javier Ovando was a 19 year old gang member who was shot by two corrupt Los Angeles police officers who then planted a gun on him and accused him of assault. He was convicted and sentenced to 23 years in prison, where he spent more than two years until the truth finally came out and he was released. Ovando was paralyzed from the shooting and remains in a wheelchair to this day; he has bullet fragments lodged in his hip and a scar above his heart. Ovando received a $15 million out of court settlement form the city of Los Angeles. Tamar Toister was Ovando's original public defender and was found negligent in allowing a jury to falsely convict Ovando of assaulting the police officers who nearly killed him. A new jury awarded Ovando a $6.2 million settlement in damages. (May-29-05) [NAPA NEWS]
