A $27 million fund to compensate Gallagher clients has been set up by the Illinois Attorney General Lisa Madigan and the Illinois Department of Financial and Professional Regulation's Division of Insurance. State regulators alleged Gallagher's contingent commissions forced workers to push clients toward policies that would bring larger fees instead of looking out for the clients' best interest.
