New York and Minnesota Attorney Generals were investigating the insurance broker for the practice of bid rigging or tying. Willis did not enter into a lawsuit and admits no liability but agreed to pay out $51 million to end the investigations. Willis agreed to pay $50 million to compensate U.S. clients who retained the company for insurance between January 1, 2001, and December 31, 2004; they will also make a $1 million payment to Minnesota clients.
