Zachary Barbour and his family rented a house in part of Section 8 housing in Belleville. A lawsuit claimed the managers and owners of the building were negligent in using lead paint and not warning renters of its harmful affects. Zachary, now 12 years old, became very sick as his lead levels spiked, leading to deterioration in brain function. His IQ is now at 20 and he has no language skills.
