On September 25, 2002, Troy Rufra was arrested and charged with four counts of bank robbery. Rufra sued the county for allegedly showing witnesses' only one photo of him instead of the standard photo line up. The police department has agreed to pay Rufra a $300,000 settlement for wrongful charges through the Kentucky League of Cities Insurance Services Association. David W. Brankle later pleaded guilty to 43 counts of robbery including the four counts Rufra was charged with; Brankle is currently serving 21 years in prison. (Apr-02-05) [WKYT NEWS]
