Seems to me that anyone who is hit by a car on a sidewalk, the driver is guilty, without question. And also in a crosswalk. But the prosecuting of a driver who caused no injury in a crosswalk should be a misdemeanor. I live near a College and the kids seem to want to taunt drivers by s-l-o-w walking across the crosswalk or intersection, especially while checking their phones.
