Federal Emergency Management Agency



National Association for the Advancement of Colored People may file a class action lawsuit against the Federal Emergency Management Agency, claiming racial discrimination after 11 qualified African Americans at the GS-13 level were passed over for promotion. Instead, outside candidates were recruited for the GS-14 budget analyst position. As well, unfair labor practices have been filed with the Federal Labor Relations Authority.

I am over 50 years old, an African American, full-time permanent Federal government employee with FEMA. I am an administrative person with a college degree. I have 20 years of service with the Federal government. My complaint is that I am a GS-9 and always get past over for promotions within my office and the rest of FEMA. I have been working in the same office for about 9 years and received 1 promotion in 2010. I am not allow gain any new skills nor opportunities to grow. But most others are hired within the office from outside the government and most are young. I have to pay bills like the young people.
