San Francisco, CA: (Mar-05-07) Eleven San Francisco police officers filed a federal lawsuit alleging that the Police Department passed over them while considering promotions, favoring less-qualified black candidates. The officers agreed to an out of court settlement of $1.6 million. Three officers who were part of the original suit have since been promoted, although the new agreement does not guarantee that any of the others will be promoted. The "Schiff Case" was spearheaded by Sgt. Ric Schiff, a 21-year department veteran, who is white, and who tried unsuccessfully for a decade to win a promotion to lieutenant before he sued in 2003. Schiff and some of his fellow sergeants went to court after a judge upheld the Police Department's decision to promote four black candidates over several white, Latino, and Asian American officers who had scored better on a promotions exam.
