Marshall, TX: Bowie County Juvenile Detention Center employee Karen Foster filed a lawsuit against the county after she was allegedly unlawfully retaliated against for making a good faith report to law enforcement agencies in regard to a violation of law by another public employee. The case was filed in the US District Court's Eastern Texas District claiming both the county and the center's chief juvenile probation officer, Bruce Ballou, violated her constitutional right of free speech. Foster was relieved of her position, removed from the Juvenile Detention Center's Career Training Academy, and placed in a Texas, Juvenile Detention Center office. Foster and the county have agreed to a $175,000 settlement, that the county's insurance company, Trident Insurance Services, will pay. (Dec-29-06) [TEXARKANA GAZETTE: WHISTLEBLOWER]
