Online files re-distributed without consent.

Does anyone know of any way legal action could be pursued in this situation?
Situation: Joe makes a program (legally). Joe thinks the program is useful. Joe uploads the program online to be downloaded by others on a file loader site (such as savefile). Mike downloads the program. Mike creates his own website, and loads the program onto his website for download without Joe's consent or credit to his work. Joe contacts Mike, and asks him to remove the files. Mike ignores him, and continues to host the program.
What can Joe do?
