A class action lawsuit claims that public schools in Bridgeton, Millville, Salem and 22 other New Jersey school districts failed to provide a thorough and efficient education to their students. School-choice advocates allege that students should have the right to attend a different public or private school. The suit states that the rate of failure is so high at some schools that children are not receiving a thorough education and the state constitution gives students the right to leave a public school in which a majority of its students fail the state's standardized tests in two consecutive years, or more than 75 percent fail in one year
