Good luck in your litigation. I have reason to believe that Itron is a corrupt crony capitalist company run by some unsavory people. Some investigation is needed but I believe that some bribes or graft was used in order to secure mass purchases of Itron equipment, which are inferior in every way to the equipment it was used to replace.
