Department of Corrections and Sgt. Douglas Tower

Females who accused Sgt. Douglas Tower of abuse while incarcerated at a Concord halfway house have filed a lawsuit against the state Department of Corrections and Tower. The women allege that prison officials knew Tower was sexually assaulting them and did not do enough to protect the women. The suit also alleges that the assault interfered with their rehabilitation.

At least seven women have accused Tower of sexual assault; four women have laid criminal charges of rape against Tower and he recently settled a sexual harassment lawsuit. More charges against Tower are anticipated.
